Selective licensing
We are currently awaiting a decision from the High Court on whether to allow a judicial review to go ahead regarding the Selective and Additional Licensing schemes. The court hearing has now been stayed until 14 November 2024.
The end of the ‘Early Bird’ period is deferred until that decision has been received, at which time we will publicise further details of implementation of the schemes and the early bird application deadline.
In the event that the schemes cannot be implemented, all licence application fees submitted will be refunded and application details will be deleted from the system.
We've made a new designation relating to selective licensing within the borough of Luton.
This designation, made on 25 October 2023, shall come into force on 5 February 2024 and applies to the town centre and Park Town areas of Luton.
When the scheme is in force having control of, or managing a property let as, a residential accommodation without a licence shall be a criminal offence:
- liable to prosecution
- upon summary, conviction liable to a fine of an unlimited amount

Processing of applications will not commence until after the scheme comes into force. We expect to receive a large number of applications to be made, so please be patient with us while we deal with them as quickly as we can.
Important message about licence renewals
At the High Court of Justice hearing on 14 November 2024, the right to appeal the previous Judge’s ruling not to allow a Judicial Review was refused. An appeal to that decision has been submitted to the Court of Appeals.
